Although the RGBW lights draw less power when only using the White LED's, they have the potential to draw more power when both white's are used. This would be all RGB on to produce white as well as the W to produce white. Because of this, we design to handle the worst case scenario and reduce the total number of pixels this power supply can handle to account for that.
